Access Control and Legal Issues

It is often the case that software that could have a high reuse value is not made available because of the overhead involved with enforcing potentially complicated access controls and worrying about possible legal issues (e.g. liabilities, disclaimers, export controls, and such).

It is a goal of the NHSE to help organizations release their software by investigating the current legal climate as it pertains to software distribution. Another goal of the NHSE is to investigate the current access control and authentication technologies to provide insight on how they can be used to safely distribute software over the Internet.

The NHSE has produced two reports which were presented to the HPCC agencies to outline legal issues and access control technologies. The NHSE is also developing a prototype system to implement some of the technologies described in the reports.
