If imakef sees a #USE in a .pgm file which refers to another drive,
i.e.

   #USE "H:\A\B\TEST.C8H"

it complains that it cannot write the file

   H:\A\B\H:\A\B\TEST.L8H

The workaround at the moment is to use imakef and manually make the
.L8H file.  Some changes will also be needed to the makefile itself.
