There is a problem with the amount of ROM code that ieprom will allow
with the Intel format.

The PC version of the tool uses a 16 bit int which overflows at 32K
regardless of transputer type.  There have also been problems with ROM
images of less than 32K.

The bug will appear with any Transputer type when using either Intel
or Extended Intel formats.  The workaround is to either use the
transputer version of the tool, or use a format other than Intel or
extended Intel.  S Record format is recommended, but not essential.
