When used in block mode the ieprom tool does not work properly.

If the first byte of the image is within the block then all is well.
Otherwise no output will be produced.

If the reply to the prompt 'Enter offset into EPROMs of end of block'
is a number less than the size of the EPROM then no data is output at
all.
