If the compilation parameter code.inserts is set to NONE ,
the error message on encountering a GUY block will reject all instructions
as illegal, rather than rejecting the GUY block in its entirety.
If a name is used twice as a label within GUY code in any    PROC 
the unhelpful message Error: ``cannot locate - position does not exist''
will be produced.
