A channel declared outside a PLACED PAR, but within an enclosing
PLACED PAR can lead to a spurious Error such as ``4294:1271
cannot place 'b', it is not declared in this scope''.
It will often be possible to avoid the problem by declaring the
channel at the outermost scope, as an array if necessary.
