It would seem obvious that the following code should halt the
processor when in halt on error mode.

  SEQ
    PRI PAR
      SEQ
        GUY
          SETERR
      SEQ
        SKIP

However a microcode feature of the T212, T222 and T414 clears the halt
on error flag when in PRI mode.  If PRI PAR is replaced with PAR the
processor behaves as expected.

This has implications if the SETERR is done in a library routine.
